Where it sits

Starts an allowlisted Windows app. It will not launch an arbitrary exe.

Why

Opening a file belongs to dsh-wsl-open. Starting VS Code / Edge / Explorer as an app needs a controlled launcher so the agent cannot run arbitrary .exe.
