Registers the hosted SpecStream MCP server with the harness MCP manager and keeps the API key in the credential store. The server returns live web data as structured rows, each value with its source URL, and a run starts only after the quote's maximum is approved.

Trois skills de recherche bibliographique réunis dans un plugin DSH : academic-web-research (fetch léger via proxy), academic-literature-research (pipeline Scholar/IEEE/CNKI/Wanfang/Sci-Hub), off-campus-literature (accès WebVPN/CARSI du campus). L’installation place les trois dossiers `SKILL.md` dans `~/.dsh/skills/` pour un appel par nom après redémarrage. Le skill web-research suppose un proxy HTTP local sur `127.0.0.1:7897`, à modifier si nécessaire.
