DSH エージェント向けの検索優先の能力ワークフロー（v1.0.0）：インストール前にローカルツールを再利用するか厳密なソースのプラグインを確認し、管理されたソース作業で能力を適応または作成する。installed、loaded、activated、verified の各状態を区別するレシートを使い、バージョン管理ツールはロールバック、採用、上流更新を扱う。
