Renders pasted/uploaded images inline in the DSH Web chat and gives text-only models vision: the model-invokable visual_review tool calls any OpenAI-compatible multimodal API first, falling back to a local Qwen3-VL worker.

Local non-generative decision layer: phocinae_ask and phocinae_gate return typed verdicts with calibrated confidence from a small decision model, with fail-closed escalation. Needs a local phocinae-server (pip install phocinae-server) with the Phocinae-Largha-150M-v1 model on loopback port 8155.
